COSC, METAS and the Geneva Seal measure different things
COSC tests uncased movements for rate. METAS tests complete watches across a broader performance programme. The Geneva Seal combines origin, construction and finishing requirements with completed-watch checks.

COSC, METAS and the Geneva Seal are often placed in one list, but they do not award the same kind of approval.
COSC is primarily a chronometer test of an uncased movement. METAS Master Chronometer certification evaluates the completed watch for rate, magnetic resistance, water resistance and power reserve. The Geneva Seal applies rules connected with Geneva origin, movement construction and finishing, alongside functional tests.
A watch can carry more than one because the programmes answer different questions.
What COSC tests
The Contrôle Officiel Suisse des Chronomètres tests individual movements over a defined period, in several positions and at different temperatures.
For the common mechanical wristwatch category, the programme assesses daily rate and several measures of rate variation. Movements that meet the limits receive a chronometer certificate.

The movement is tested before it is cased, using a temporary dial and hands or equivalent test arrangement.
What a COSC certificate means
It means that the submitted movement met the applicable chronometer criteria during the official test. The certificate is tied to that movement's identifying number.
It does not directly test the finished watch's water resistance, magnetic resistance or power reserve. Casing and later handling occur after the COSC stage.
Brands often perform further tests on the completed watch, but those tests should be distinguished from the COSC certification itself.
What METAS adds
The Swiss Federal Institute of Metrology administers the Master Chronometer programme with published technical requirements. The completed watch is tested, not only the uncased movement.
The programme includes precision in multiple positions and states of wind, resistance to a strong magnetic field, water resistance and power reserve.
The movement must also hold recognised Swiss chronometer certification before the watch enters the Master Chronometer process.
Magnetic resistance in the METAS programme
The watch and movement are exposed to a magnetic field of 15,000 gauss, and their performance is checked before, during or after the specified exposure stages.
This is valuable because magnetism can disturb a conventional mechanical hairspring and produce a large rate error.
Passing the programme demonstrates performance under its test method. It does not mean the watch is invulnerable to every magnetic environment or physical fault.
Finished-watch rate
Testing the completed watch includes influences introduced by the case, hands, dial and final assembly. That gives the owner a result closer to the product being worn.
METAS reports precision using its stated daily-rate framework and tests at different levels of power reserve.
As with any certification, the exact current criteria matter more than a simplified marketing summary. The certificate or brand portal may provide individual results.
What the Geneva Seal covers
The Poinçon de Genève is linked to watchmaking in the Canton of Geneva. Eligibility includes requirements about where relevant work is performed.
Its technical rules address movement construction and finishing, including the treatment of components that may never be visible after assembly. Modern testing also covers functions and performance of the completed watch.
It is therefore partly an origin mark, partly a craft and construction standard, and partly a functional control.
Finishing is not the same as accuracy
A movement can be beautifully finished without keeping exceptional time, and an industrially finished movement can be highly accurate.
The Geneva Seal deliberately includes workmanship and construction criteria that COSC does not judge. COSC concentrates on chronometric behaviour within its programme.
METAS includes rate and several practical performance checks but is not a general hand-finishing award.
Why a watch may use only one
Certification costs time, money and production coordination. A brand may run rigorous internal testing without submitting to every external programme.
Location also matters. A movement made outside Geneva cannot qualify for the Geneva Seal merely by meeting a similar finishing level.
Some manufacturers have their own standards that are tighter in selected areas. Those claims should be assessed from published methods and limits, not from the absence of a familiar logo.
Certification is a sample of performance
The tests record how a specific movement or watch behaved under controlled conditions. Wear, shock, magnetism, lubrication and service condition can alter performance later.
A certificate does not guarantee that a watch will remain within its original limits indefinitely. It does provide evidence that the item passed a defined test when new.
That is more meaningful than a vague claim of precision, provided the scope of the test is understood.
What to compare
Check whether the movement or completed watch was tested. Look at positions, temperatures, magnetic field, power-reserve states and water-resistance checks.
Ask whether the result applies to every production watch or only selected examples. COSC and Master Chronometer certifications are associated with individual items submitted to their programmes.
For internal standards, seek the published tolerances and whether the owner can access the watch's results.
Which mark is best?
There is no single winner because the programmes value different things. COSC offers a recognised independent chronometer test. METAS extends performance testing to the complete watch and adds strong magnetic-resistance requirements.
The Geneva Seal carries geographic and craft requirements as well as functional testing. It may matter most to someone interested in traditional movement construction and Geneva provenance.
Choose the evidence that matches the qualities you care about.
Read the words after the logo
Chronometer, Master Chronometer and Geneva Seal are not interchangeable badges for general excellence. Each has an authority, a test object and a set of criteria.
A clear comparison asks what was tested, when it was tested and what limits applied.
Once those questions are answered, the marks become useful. Without them, three very different programmes are reduced to small symbols on a dial or caseback.
